Methodology
The Integrity Ledger aggregates anonymized billing samples from the Black Box Scrubber. Sample counts are bucketed to prevent individual identification.
A lane becomes eligible for publication once minimum thresholds are reached. This is a civic transparency initiative. It does not file complaints, initiate litigation, or make accusations.
